2660:ポコがバカルを救う!!

インドネシアの南スラベシ。


2006年に行った。その前は北スラベシのマナドに行く途中マッカサル空港に何度か降り立っただけだった。


バカルがいよいよ動き始めてきた。バカル水力発電所。


遊水池の位置が悪く、膨大で対応できない堆砂で苦しんでいた。ゲート操作など自力での排砂は不可能と直感したし、解析でもそうと思う。


あれから約10年、バカルだけでは解決不能とPLNもやっと判断し、上流のポコ水力発電ダム計画を復活させ、確かニュージェックがFSをやり直したようだ(??)。詳細は知らない。あのころからそれしかないと思っていましたが。。。


下記に、ドイツのラーメイヤーがいよいよFSを支援すると言うニュースが飛び込んできた。ニュージェックのFS支援との関係性は分からない。

Lahmeyer Supports Indonesia's Focus on Hydropower




There is great potential for hydropower in Indonesia, and this natural resource is to be increasingly utilised for power generation in the future. New hydropower plants are to be built, with the support of international development banks and private developers/investors, and for this purpose Lahmeyer International is preparing feasibility studies for three projects.

1000 Islands Hydropower Development
Under this project, feasibility studies are to be performed into the development of small hydropower plants (0.5 MW to 4 MW) located on different islands. These plants will provide additional generation capacity in order to guarantee a stabilised electricity supply to the public and to industry, thereby replacing diesel powered generation. As a first stage, the Lahmeyer Hydroprojekt engineers will review and analyse the results from existing studies of nine pre-selected sites, with the objective of selecting the 4 or 5 most promising sites. In a second stage, the existing studies will be optimised, completed and upgraded to bankable quality Feasibility Studies which comply with internationally accepted standards.

Poko and Bakuru II Hydropower Projects
The hydropower potential of the Mamasa River on Sulawesi Island has already been partially tapped with the completion of the Bakaru I Hydropower Plant (including the Garugu Dam). A feasibility study is now to investigate the possibility of developing a hydropower cascade upstream of the existing plant through the implementation of the Poko Hydropower Plant.
This project would form the backbone of the interconnected grid of Sulawesi Island, and would also have the objective of improving the regulation of river flows and controlling reservoir sedimentation at the existing Bakaru I Hydropower Project. The scope of the current work includes the design and optimisation of the Poko Hydropower Project, which has been proposed to have a 155 m high dam and 234 MW of installed generation capacity. The study of the river cascade development includes the extension of the Bakaru I Hydropower Plant by approximately another 126 MW (referred to as Bakaru II), together with the rehabilitation of the existing Bakaru I Project with particular emphasis on the recovery of the heavily silted reservoir. The concept and design for the operation of this hydropower cascade on the Mamasa River will therefore concentrate to a significant extent on achieving sediment control and management. Our engineers and specialists will develop the most economic designs for the cascade components and also the optimum sequence for its implementation.

上流に貯水池式でダムを作り、下流に流れ込み式の遊水池というのは常識だねえ。所謂、カスケード方式。

ポコがバカルを救うチャンスだね。後はポコの流域環境保全。
