５４：温故知新（先人の肩に乗る）

水政策のレビューをすると何回か目にする言葉がある。日本にも水五則というものがあるが、下記は経済学者のものである。６４年だからもう半世紀も前で丁度ケネディー大統領が新しい水資源政策を示したころである。半世紀たっても時代遅れでないところが面白い。（そう言えば、川の存在しないサウジで水五則を紹介した水コンサルがいたが砂漠の民に理解されただろうか。彼のために私訳したが。）詩人でもあるアメリカの著名な経済学者である。
