５３２：僕もそうだい

さて、１週間分のお洗濯が終了。朝５時過ぎには濃霧であったが、世界的普遍の法則で日の出とともに快晴。

久々、比国からの水資源関連のニュースである。お馴染み「まにら新聞」からのものだ。マニラ駐在のM君も開発援助って何ですかというブログも閉めたので代わりにご報告とする。何ですかって言っておいて、台風情報以外何も得るものがなかったが。

マニラでは毎日見ている新聞だが、時どき水関連情報もある。いよいよマニラも供給から需要計画に入る必要がある。パンパンガ川でのIWRM計画も進行中だが、大先輩が参加してうまく行っているだろうか。どうも団長は病気で交代のようだ。ストレスかな。何しろ、比国は言葉だけが先行する国だから、IWRMの実施など到底うまく行くことがない。世銀やADBもお手上げだ。日本の精鋭コンサルの活躍が期待されるところだ。

RP readies measures on water use

MANILA -- The Philippine government will finalize an administrative order adopting urgent and decisive measuresﾓ to meet looming water shortage in Metro Manila, a senior official said Friday.

Acting National Economic Development Authority (NEDA) Director General Augusto Santos said a draft administrative order, which his office prepared, has been sent to Malacanang for approval.

Angat Dam, the metropolisﾕ and other nearby provincesﾕ main source of water, has fallen to an alarming level due to the El Nino phenomenon.

The Metropolitan Waterworks and Sewerage System (MWSS) earlier said Angat's water level was at 201.43 meters or below the lower rule curve elevation of 205.45 meters.

MWSS has started cutting raw water allocation since December by 6.5 percent to 43 cubic meters per second from the regular allocation of 46cms.

"The government shall adopt urgent and decisive measures to address the water shortage in Metro Manila to protect the health and well-being of the population," the draft order said.

The draft order said the Department of Environment and Natural Resources (DENR), through the National Water Resources Board (NWRB), should appropriately cut down water allocation and actual releases to the MWSS and the National Irrigation Authority (NIA) effective this month.

The national police will help MWSS and the water concessionaires in enforcing anti-pilferage measures and for local government units, through barangays, to report all water leaks and pilferages to the concerned water concessionaire.

Water leaks should be repaired within three to five days, the draft order said.

The agriculture department, through the NIA, will be asked to end or schedule land soaking activities of Angat-Maasim River Irrigation System service areas to maximize use of water for irrigation.

The agency has warned some areas in Metro Manila and nearby provinces, specifically in elevated places, are likely to experience a cut in water supply.

前号でI see youを書いたが、僕もそうです、と言いたいとすれば、sodaiとso do iを引っ掛けて覚えよと高１の時に英語の先生が言っていたのを思い出した。彼は日比谷高校絶好調の時代の先生でそのころ使っていた英文法の教科書は多分日本で最高のレベルだったと思う。今でも保存していると思っていて探しているのだがまだ出てこない。今の英文法の教科書と比べれば天と地の違いがある。結局、英文法をしっかりやっていないと英会話も子供並で終わってしまうんだね。くだらない余談でした。
