４９：CAという研究

略語で表現された言葉には注意せよ、という感覚を持っているが、IWRMに関してはCAという研究がある。

Comprehensive Assessment = CA

０１年にご存知IWMIがCAに関わる５年間の研究プログラムを開始した。０７年には最終報告書を発表している。０１年IWRMのCA委員会は下記の１０項目の質問を設定し、それに答える形で報告書を作成している。０２年から０６年までで凡そ２５億円の予算を計上した。報告書のタイトルは、

農業からみた水資源管理のあり方を考察した冷静で良識的な内容になっている。ビスワスの批判も公正に参照している。

１６章にも及ぶ分厚い報告書であるが５年間かけただけのものだ。最終章は４０ページ程度で流域開発と管理について論じているのでそれだけでも読む価値はある。あまり統合的ということに意識することなく読むと良い。即ち、comprehensiveという程度が日本人には馴染みやすい。だからといって、integratedを否定するわけではないが。
