１１１８：ケニア水セクターに対するドイツの支援

ケニアでは全国水資源Ｍ／Ｐの第２回のアップデートが実施中である。ＴＯＲは以前見た覚えがある。かなり膨大で力仕事と繊細な作業が続くと思う。

偶然、ドイツ大使館の情報でケニア水セクターに対するドイツ政府の支援計画が報告されている。下記参照。

水資源管理のフレームワーク策定でも各開発パートナーの連携協力が期待されるところである。当地では最近ドイツの支援はないが、ＧＴＺ（今のＧＩＺ)は地下水ポテンシャル調査ではかなりのレベルであることは良く知っている。そう云えば、中央アジアへのドイツ支援はどうなったのだろうか？ちょっと調べてみよう。世界は広い。２年アフリカの１国に係っていると他地域での進展に疎くなる。

Development of the Water Sector

Only about half of the Kenyan population has access to safe and affordable water and hygienic sanitation facilities. The situation in the densely populated urban slums and informal settlements is even worse. Furthermore, Kenya suffers from a chronic water shortage and the scarce resources are threatened by environmental degradation, pollution and the effects of climate change.

Responding to these challenges, the Kenyan Government initiated far-reaching reforms in the water sector. The Federal Republic of Germany has consistently been a driving force in supporting these reforms and their implementation. Germany is one of the leading donors in the water sector, focussing on water supply and sanitation in medium sized towns and urban informal settlements.

The bilateral programmes aim at improving the access of the urban population, and the urban poor in particular, to clean water and sanitation facilities. Support is also given to the protection and sustainable management of the water resources.

The activities are being implemented on behalf of the German Government through the agencies GTZ, KfW, DED and InWent. The combination of technical advice and financial support helps strengthening the overall sector framework and the capacities of selected institutions, as well as improving the living conditions on the ground. In order to further optimize the cooperation between the agencies, a sector coordinator has been nominated (KfW), serving as contact person for the Kenyan partner institutions and other development partners.

The combined financial volume of the ongoing programmes amounts to approximately 80 Mio EUR.

Thanks to the support by the German Development Cooperation, several hundred thousand people in the towns of Nyeri and Eldoret are already benefitting from improved water supply and sanitation. In the course of 2010, major interventions in six other medium sized towns in Western Kenya will be completed, and more than one million people in urban informal settlements will gain access to safe and affordable water in the coming years.
