２５２：GHQ/SCAPの水資源基礎調査

GHQといっても５０代以降の人しかピンとこないかもしれない。通称、進駐軍というが、正式には、

連合国軍最高司令官総司令部

である。４５年から５２年春まで日本を統治した。従って自分自身は全く記憶はない。６５歳以上の人で当時子供だった人たちは、give me chocolate!と言っていたかも。

さて、GHQだがいろいろ統治政策があるが、水資源と土地利用に関しても基礎的な調査を行っている。当時、幕僚部があり、４局のうち一つが天然資源局であったそうだ。

７３項目に亘る基礎調査が実施されている。ちょっと長いが下記に項目だけ示す。

７０項目目に興味のある日本の水資源と土地利用がある。３９には森林と洪水防御というのもある。５１には地下水事情もある。中々興味深い。どんな人がどのように調査したのだろうか？これらを纏めるとちょっとした論文になるし、開発途上国との比較研究も面白そうだ。日本がなぜ敗戦からわずか９年でコロンボプランに参加できたのかの背景とか。
